How much weight does it hold?

The supplier doesn't give a load rating. For shovels and rakes, use the screws, ideally into a stud; save the adhesive strip for light items on smooth walls.

Can it go outdoors?

It's stainless steel, but a covered wall in a shed, garage or porch keeps the rubber grips in good shape longest.
